"The Kulin Shire Council exists to sustain, improve and develop Kulin's infrastructure and services in a manner which will instill community pride while allowing residents a living standard in keeping with their expectations. It comprises of local members of the community elected as Councillors to represent all members of the Kulin shire in local and state issues. Its primary functions are information, service and infrastructure provision whilst also taking an active role in major issues affecting and impacting on the community. It will achieve this through the provision of strong leadership, undertaken with fairness, honesty and integrity. Council will address community needs according to community will and resource availability via ongoing community consultation. The organisation maintains a progressive attitude and actively encourages new ideas and opportunities."
